Short answer
There is no metro in Huangshan. City buses, coaches and taxis do all the work, and the network is small enough to learn in an afternoon. What causes the confusion is the name: Huangshan City is the urban area around Tunxi, where the old street and the airport are. Huangshan North Station is the high-speed rail hub on the northern edge of that city. Huangshan Scenic Area is the mountain itself, whose south gate is the town of Tangkou, 40 to 45km away.
The main link between the city and the mountain is the tourist coach from Huangshan North Station to Tangkou, ¥30, running roughly every 10 to 30 minutes from 07:00 to 20:00. From the Tunxi long-distance bus station the same trip costs ¥17-20 and takes one to one and a half hours. Once at Tangkou, only the official park shuttle goes higher: ¥19 one way to Yungu Temple or Ciguang Pavilion, then a cable car at ¥80 or ¥90.
Inside Tunxi everything is walkable or a short, cheap taxi ride. Bus 21 and 32 connect Huangshan North Station with Tunxi Old Street for ¥2 in 30 to 40 minutes.
The three Huangshans
Searches for Huangshan hotels, tickets and buses return all three places under one name, which is how people end up booking a bed 45km from the mountain.

A fourth possibility is the north gate at Taiping, served by the Taiping cable car, with far fewer services and no high-speed station beside it. A light rail line linking Huangshan North with the east gate has been planned for years but is not built, so ignore any map that shows it as operating.
Inside Tunxi
The city core is compact. Tunxi Old Street runs a few hundred metres along the river, Liyang Old Street sits on the opposite bank, and the two are joined by a bridge, which makes the whole evening district one walk.
- City buses cover the urban area with flat, low fares paid by QR code. Bus 21 and 32 are the useful ones, linking Huangshan North Station, the centre and the old street.

¥7and are metered in the city, though drivers on airport and station runs often quote a flat price. DiDi works inside the urban area and is usually cheaper than a quoted fare. - Walking is realistic between the old street, the river bridges and most mid-range hotels. The pedestrian lanes are narrow, and scooters use them.
Tunxi to Tangkou and the mountain
Two operators cover this run. The tourist shuttle from Huangshan North Station is the one most visitors use, since it meets the arriving trains. The coaches from Tunxi are cheaper and slower.

The return leg from Tangkou runs into the evening, with final departures around 19:00 to 20:00 in high season and earlier outside it. The Tangkou end is the new national line coach station in Zhaixi, next to the transfer centre: phone 0559-5572618, open roughly 05:00 to 18:00.
Inside the scenic area
Private cars stop at Tangkou. From there the park shuttle, run by the new national line, is the only motorised way up to the trailheads, and it is a separate fare from the mountain ticket and the cable cars.

The three cable cars are not interchangeable. Yungu and Yuping both start near Tangkou but end at opposite ends of the ridge, which is why the standard route goes up one and down the other. Taiping starts at the north gate, about an hour away by road. Last departures are around 17:00 to 17:40, and after that the only way down is on foot.
The West Sea funicular closes for winter maintenance from roughly December to late March, and the canyon paths shut with it.
Towards Hongcun and Xidi
The two UNESCO villages sit west of the mountain, in Yi County, and they are the usual add-on to a Huangshan trip. Coaches run from several directions, and the fares are low.

Village entry is ¥94 at each, ticketed separately. An overnight stay is worth it, since the coach groups leave in the late afternoon and the lanes empty out.

Does Huangshan have a metro?
No. There is no underground or urban rail system, and the planned light rail between Huangshan North Station and the east gate has not been built. City buses, coaches, taxis and the park shuttle are the whole network, and it is cheap and easy once you know which Huangshan you are standing in.
How do I get from Huangshan North Station to the mountain?
Take the tourist shuttle from the bus station on the west side of the forecourt. It costs ¥30, takes 45 to 60 minutes to Tangkou, and runs every 10 to 30 minutes between 07:00 and 20:00. A taxi does the same run in about 50 minutes for ¥130-160.
How much is the shuttle inside the scenic area?

Coaches leave Tangkou for Hongcun through the day, roughly 12 departures, for ¥15-25, over 55km in about 50 minutes. From Huangshan North Station the fare is ¥30 and the trip takes 1 hour 10 to 1 hour 30. From Tunxi the coach is ¥20, hourly on the hour.
How late do the buses run?
City buses in Tunxi mostly stop in the early evening. The shuttle between Huangshan North Station and Tangkou runs to about 20:00 in high season, and return services from Tangkou run with the last departure around 19:00 to 20:00. Outside peak dates the last bus is earlier.
Is English signage good enough to navigate?
At the station and on the scenic area shuttles, yes. At coach windows, city bus stops and village stops, mostly no. Screenshot the characters for Tangkou, Yungu Temple, Ciguang Pavilion, Tunxi Old Street and Hongcun before setting off, and keep a translation app with the offline Chinese pack.
